Dear Sir,
We are a Senegalese based company. We actually have contract with government of Senegal for construction in pre-financing for 2 000 social houses. The heavy rain in 2005 had destroyed many houses in Senegal and the President of the Republic has decided to build social houses for them. The cost of the house for each beneficiary is 6,500,000 FCFA equivalent to 9908,00 €. Each one of the beneficiary has to pay 6100,00 € per house and the government will give a subvention of 3,811,00 €. There is a real emergency to start the constructions because the beneficiaries are facing a terrible situation, living under tents, with all the risks involved. We have the contract signed with the minister in charge of construction in Senegal.Therefore we intend to implement a factory producing panels which cost is included in the business plan for the 10 000 houses. This factory will operate 24 hours a day. We also have all technology information’s about the productivity of the factory. We have also to make the preliminary ground work of different sites before starting the construction. The cost for this preliminary ground work is 5,200,000 FCFA equivalents to 7227, 00 €. As you read, the total amount paid for these contracts turn about the sum of 27,750,000,00 €. We are being to finalise also another project of 10 000 houses to build for Senegal governmental company named SICAP SA. SICAP SA is owned by the government and is also under control of the ministry of construction with which we have signed the 2 000 social houses project. (http://www.habitat.gouv.sn).If we install the factory producing panels and begin the 2000 houses building, government of Senegal is ready to sign an agreement with us for a huge program including constructions of infrastructures for the new capital to be built.
It is obvious that the possibilities are huge in the construction business in West Africa countries. Implementing the factory will widen our chances to take very big part of the market in West Africa. We request the financing of these opportunities with very accessible low cost interest rate considering the social character of these markets. With SICAP SA projects, the financing required turn about $US 300,000,000,00 (three hundred million Dollars) but before we will proceed by a first step consisting to the implantation of the factory and the construction of 2000 housing units for an amount of € 30,000,000,00. We have Indian partners who are ready to include our company with 20,000,000,00 €uros cash through their bank if we could bring a prime bank guarantee for our inquiry for € 30,000,000,00.
