I am direct to the seller mandate for fresh cut, & slightly seasoned MTNs in the primary market. They provide no POF paper for Pension Funds. The mandate deals directly with 3 different Commitment Holders. Only 1% of the platforms in the world deal in the primary market.
MTNs are issued by Federal Commitment Holders. There are only 8 Commitment Holders in the world. Commitment Holders are not individuals, they are Federal Institutions. The Board of Trustees of a Commitment Holder is typically composed of heads of state and heads of financial institutions. These are usually members of the IMF and World Bank. European banks trade MTNs but they are issued by the Commitment Holders.
To buy or sell in the primary market, an investor must pass compliance and must provide POF. The only exception is made for Pension Funds who must provide a CIS and ERISA No. (USA) or Registration No. (Europe).
