Thank you very much for your letter. I am glad to hear that you are pleased with some of the progress of

our mutual development cooperation project. We appreciate having this opportunity to work with you in this

important cooperation for mutual, international learning experience.

I understand your concern for the adequate health care services at your new Clinic in Shuangxi. Although there is a certain amount in the budget reserved for investments, we have the guidelines and rules set by the Finnish Foreign Ministry, we have to obey and take in consideration in the use of the money, because Foreign Ministry of Finnish Government provides the most of it in the budget. For this kind of rural hospital that is serving such a small population there is no appropriate reason for very complicated and expensive equipment. Our agreement and project plan is for Primary Health care for the maternity, neonatal and delivery unit. We have to live according to the plan otherwise we may have to pay the money back to the Finnish Government or they may deny the support for the coming years. Mrs. Venla Varis gave to the interpreter, Ms. Cindy two Development cooperation manuals of Principles and Guidelines for Project Support of the Finnish Ministry for Foreign Affairs. You may wish her to translate some main principles.

I have asked Mrs Mari Heikkinen to search for an antepartum fetal monitor (kardiotokografi) and Electrocoagulation equipment for Minor Elecrosurgery to treat the women. Mrs. Mari has received pictures by fax as examples what kind of instruments we are talking about. She will search for the best possible prices for these. We believe the Electrocoagulation Equipment is more useful and efficient than Microwave Therapy Equipment.

I am sorry for all the delays. The long distance makes it sometimes difficult to work with all the details. As far as I understand the educational plan is proceeding successfully as the English teachers are being trained already.

In April Mrs. Venla Varis will come and inspect the project and help with the future planning. She is most capable to deal with all the possible problems and discuss the questions you may have with the development cooperation.

We have enjoyed working with you in this mutual project. We wish everything will go smoothly and will be beneficial for your beautiful city. We are looking forward to visit your great country some day again.
